I don't know the Ridgecrest area too well, but if you can get to the CA-178 / CA-14 junction via backroads, then you can access the aqueduct road just south of Indian Wells. This road pretty much follows the baseline of the southern Sierra, and will lead to a road west of Cinder Cone that will lead down to US-395 at Cinder Road, which is the access for Fossil Falls. The aqueduct road is a pretty neat route, well graded with spectacular views.
On the east side of CA-14 and US-395, there is a power line road that passes east of Fossil Falls, but I think it crosses into China Lake NWS, which is forbidden territory and can get you shot!
