Building a new trail?
If there is a mountain-side with a hiking/ biking trail down it, can a MTB club build a trail parallel to it? Just slightly far enough so it can't be seen and disturb any nature hikers. It belongs to LA county, but only needs leaves raked to the side to create it. Does anyone know the best way of taking this on? Or should it just be built. It seems the worse that could happen is they kick leaves back onto the trail.
